At the July 25 Elgin City Council meeting, an initiative was put forward to appoint a Strategic Plan Advisory Committee to assist the city council and city manager in the ongoing monitoring and implementation of the soon-to-be-adopted 2013-2017 Strategic Plan.
This committee is to consist of members of the city’s standing advisory boards and commissions, as well as additional community members who have an interest in serving their community. This task force will assist the city council and city manager in evaluating the community’s receptiveness to service level adjustments and/or revenue enhancements.
The Strategic Plan Advisory Committee (SPAC) is an 11-member advisory board appointed by the mayor with the advice and consent of the city council. Seven of the members shall be comprised of existing board members from the various standing advisory committees and four members shall be selected from the community at large. SPAC members serve five-year terms.
The committee’s charge is to preserve the life of the city council’s strategic plan document by assisting the city council and city canager in the ongoing prioritization of strategic priorities. The SPAC will study, monitor and continue to update the strategic plan, and at the same time encourage citizen input and citizen-driven projects. The SPAC will also determine, in conjunction with the city council and city manager, where the use of subcommittees may be of assistance in pursuing the various objectives of the strategic plan.
