The Elgin City Council on Wednesday will consider naming a regional park along Plank Road on the city’s Far-West Side after Jack E. Cook, the longtime Kane County Forest Preserve Commission president and champion of the open-space acquisition program.
Kane County has asked the city to name the undeveloped and unnamed 224-acre regional park in honor of Cook, a lifelong Elgin resident who died Feb. 1 at age 86 after having served as forest preserve commission president for eight years and 15 years as a Kane County Board member.
The city bought the land in 2006 for a little more than $4.38 million. The city then sold 93.39 acres to the Kane County Forest Preserve District for slightly more than $1.82 million, and leased the land back for 99 years, which allows the city to develop and operate the county’s parcel along with the city’s parcel. The following year the city received a $750,000 grant from the Illinois Department of Natural Resources to further help defray the cost of the park.
On June 28, the Park and Recreation Advisory Board recommended unanimously that the City Council officially name the regional park Jack E. Cook Park and Forest Preserve.

F. Consideration of Acceptance of the Department of Justice COPS 2010 Technology Grant for Purchase and Installation of Squad Car Video Cameras and Related Equipment ($460,000 in grant proceeds)
OBJECTIVE: To complete the replacement of squad car video cameras and install related infrastructure and equipment.
RECOMMENDATION: Authorize the acceptance of the COPS 2010 grant opportunity to fund the purchase and installation of squad car video cameras and their related components and infrastructure in the amount of $460,000.G. Consideration of Amendment No. 2 to an Agreement with Baxter and Woodman for 2007-13 National Pollution Discharge Elimination System Phase II Storm Water Permit Project ($104,721)
OBJECTIVE: To authorize an agreement with Baxter and Woodman to provide the engineering required to maintain compliance with the federally mandated NPDES permit program
RECOMMENDATION: To approve Amendment No. 2 with Baxter and Woodman in the amount of $104,721.H. Consideration of Amendment to Development Agreement with Artspace USA ($250,000)
