Joint dog park venture on East Side before council

Call it a step toward making life a little less ruff for man’s best friends in Elgin, Hoffman Estates and Streamwood.

In August, the city and the Hoffman Estates Park District began making plans to build a two-acre dog park at a cost of $80,000 in Hoffman Estates’ Canterbury Park South, which south of Hoffman Estates and is next to Cobbler’s Crossing subdivision on Elgin’s East Side. Since August, however, the Streamwood Park District has joined the partnership, the size of the park has doubled to four acres and the cost has increased to $133,000.

The Elgin City Council will be asked tonight to approve the partnership with the two park districts to develop the park. The project has been in the works since August, and will serve mostly Elgin residents and those living on Hoffman Estates’ West Side. The village already has a dog park on its East Side. The Streamwood Park District wanted to participate in the project, but it has fewer residents who also are less likely to use the facility because of the distance. As a result, Elgin and the Hoffman Estates Park District will carry the brunt of the construction cost at $53,865 each; the Streamwood district will contribute $25,270 to the project. The Hoffman Estates Park District will maintain the park.

The staff documentation to the City Council notes that dog parks have grown in popularity, and many Elgin residents have asked the city to provide one. One of the highest-ranking projects identified in the recently adopted Parks and Recreation Master Plan is for a dog park.

The Hoffman Estates district will take two soccer fields out of commission at the park to accommodate the dog park facility, must be operated under the Cook County dog park regulations. Dog park users will have to register their dogs with the Hoffman Estates Park District and pay the annual user fee, which for the first year will be $49 for residents of Elgin and the Hoffman Estates and Streamwood park districts, and $69 for nonresidents. The Hoffman Estates Park District will set user fees annually.

The Hoffman Estates Park District will take the lead on developing the park by creating the project specifications, bidding it, awarding the bid and managing the construction. An Elgin water line, which is the closest source of water to the park, will be used to provide water at the park for the dogs only. Hoffman Estates Park District will reimburse the city for all water used at the park.

Official anticipate that a park dedication ceremony will take place in late summer.

RECOMMENDATION: Approve the intergovernmental agreement to provide $26,000 of city participation in the State’s intersection improvement project.

E. Consideration of Proposed Updates to Various Chapters of the Water Ordinance Title 14.04 (No Cost to the City) 

OBJECTIVE: Bring the water ordinances current with new policies adopted by the city.

RECOMMENDATION: Approve Title 14.04 Water Ordinance changes.

F. Consideration of Intergovernmental Agreement with Hoffman Estates and Streamwood Park Districts for the Development of a Dog Park ($53,865 construction costs)

OBJECTIVE: Provide Elgin residents with their first dog park in the most cost effective manner possible.

RECOMMENDATION: Approve the Intergovernmental Agreement with Hoffman Estates and Streamwood Park Districts for the development of a dog park.

G. Consideration of Service Agreement with Dixon Dance Academy to Provide Dance Instruction at The Centre ($32,760)

OBJECTIVE: Provide high-quality dance classes for Elgin residents.

RECOMMENDATION: Approve the service agreement with Dixon Dance Academy to provide dance instruction at The Centre from January 2012 through December 2012 in the amount of $32,760.

H. Consideration of Agreement with PHN Architects to Conduct an Accessibility Assessment ($23,500)

OBJECTIVE: Evaluate parks and recreation facilities for compliance in accordance with new rules and regulations promulgated by the U.S. Department of Justice in relation to Title II of the Americans with Disabilities Act.

RECOMMENDATION: Approve the agreement with PHN Architects in the amount of $23,500.

I. Consideration of Agreement with CDS Office Technology for Purchase of Panasonic Tablet Personal Computers for Medical Reporting and Mobile Fire Inspections ($59,850)

OBJECTIVE: Improve the efficiency and effectiveness of fire department members by utilizing electronic technology to complete required reports.

RECOMMENDATION: Approve purchase of Panasonic tablet personal computers for the fire department in the amount of $59,850.

J. Consideration of Sole Source Agreement with ImageTrend for Purchase of Mobile Medical Reporting Software ($14,000)

OBJECTIVE: Improve the efficiency and effectiveness of the fire department members who complete incident based medical reports.

RECOMMENDATION: Authorize the purchase of the ImageTrend software to facilitate billing for incidents to which the fire department responds in the amount of $14,000.

K. Consideration of Sole Source Agreement with Zoll Data Systems, Inc. for Purchase of Mobile Fire Inspection Software ($29,298) 

OBJECTIVE: Improve the efficiency and usefulness of fire inspection data that is collected during fire inspections and fire safety surveys.

RECOMMENDATION: Approve the purchase of mobile fire inspection software from Zoll Data Systems to improve efficiencies of the fire department in the amount of $29,298.

L. Consideration of Sole Source Purchase Five Zoll Medical Corporation Cardiac Monitors with Related Components ($138,677)

OBJECTIVE: Provide advanced life saving capabilities on five fire trucks.

RECOMMENDATION: Authorize the purchase of five cardiac monitors with twelve leads and their associated hardware components from Zoll Medical Corporation in the amount of $138,677.

M. Consideration of Memorandum of Understanding with the American Red Cross for Assistance and Support Services (No Cost to the City)

OBJECTIVE: Provide a broad framework for cooperation between the American Red Cross and the city to provide assistance to victims of major disasters within Elgin.

RECOMMENDATION: Approve the memorandum of understanding agreement with the American Red Cross for services to victims of disaster situations.

N. Consideration of Amendment to Façade Improvement Program Agreement for 79 S. Grove Ave. ($5,137)

OBJECTIVE: Implementation of the city’s façade improvement program to improve structures in the downtown area.

RECOMMENDATION: Approve the amendment to the façade improvement program agreement for 79 S. Grove Ave.

O. Consideration of Economic Incentive Agreement with American NTN Bearing Manufacturing Corporation (No Outflow of Funds)

OBJECTIVE: Enter into an economic incentive agreement to induce the development of a 70,000- to 100,000-square-foot commercial and industrial building that will create 200-240 new jobs.

RECOMMENDATION: Approve the economic incentive agreement with American NTN Bearing Manufacturing Corporation.

P. Consideration of Sales Tax Sharing Agreement with BBK Motorsports (Net Revenue Generation)

OBJECTIVE: Generate additional sales tax and other revenue for the city through the retention and expansion of an existing downtown business.

RECOMMENDATION: Approve the sales tax sharing agreement with BBK Motorsports that rebates $50,000 of the incremental sales tax revenue generated through a business expansion in downtown.
