City eyes firm to collect emergency services fees from nonresidents

Among the new fees the Elgin City Council approved in advance of the 2012 budget were a set aiming to recover the costs of emergency services provided to nonresidents.
The council tonight will be asked to award a contract to Fire Recovery USA LLC to recover the city’s costs for fire and rescue efforts incurred by nonresidents.
BocaJump will be on hand to provide live-blog coverage of the City Council, which meets at 6 p.m. as a committee of the whole and ay 7 p.m. for its regular meeting. Both meetings will be in the City Council Chambers in City Hall.
The ordinance reflects the reasoning that some people benefit from municipal emergency services even though they are not residents and therefore do not pay municipal taxes. The ordinance allows the city to recover costs of fire department responses to such events as crashes, fires, hazardous materials spills and water incidents involving nonresidents. The ordinance also can be used specifically to target Elgin residents who intentionally cause an emergency, city officials said in November. The ordinance labels these billable costs “mitigation fees.”
Under the proposal, Fire Recovery USA LLC would receive 18 percent of the fees it collects on behalf of the city, much of which the city anticipates would be paid by insurance companies.

RECOMMENDATION: Approve the proposed reorganization to the police department’s command structure and authorize adoption of an ordinance consistent with that proposal.
C. Consideration of RFP 11-064, Contract with Fire Recovery USA, LLC for the Recovery of Funds from Fire and Rescue Efforts (Expenditure recovery)
OBJECTIVE: Establish and implement a program to collect mitigation fees for the deployment of certain emergency services within Elgin for services provided and/or rendered by the fire department.
RECOMMENDATION: Award a contract to Fire Recovery USA, LLC for the recovery of funds from fire and rescue efforts.
D. Consideration of Intergovernmental Agreement with South Elgin & Countryside Fire Protection District to Provide Dispatch Services ($55,000 revenue)
OBJECTIVE: Provide emergency dispatch services for the South Elgin & Countryside Fire Protection District.
RECOMMENDATION: Approve staff to enter into negotiations and generate an intergovernmental agreement with South Elgin & Countryside Fire Protection District for their emergency dispatch services.
E. Consideration of Board of Local Improvements Setting of a Time and Place for Bidding Special Assessment Area V (No Cost to the City)
OBJECTIVE: Provide an open and public reading of bids by the Board of Local Improvements.
RECOMMENDATION: Proceed with the opening and public reading of the Special Assessment Area V bids by the President of the Board of Local Improvements on March 21, 2012.
F. Consideration of Amendment No. 5 to the Engineering Services Agreement with Transystems Inc. for the 2012 Central Business District Streetscape and Watermain Project ($590,800)
OBJECTIVE: Improve, maintain and enhance the water main, streetscape and pavement infrastructure of Spring Street between Kimball Street and Division and Dexter Street between Douglas and Center Street.
RECOMMENDATION: Approve Amendment No. 5 to the existing Engineering Services Agreement with Transystems Inc. to provide design for streetscape and water main and construction administration for water main at a fee of $590,800.
G. Consideration of Local Agency Agreement for Federal Participation with the Illinois Department of Transportation for the Kimball Street LAPP Resurfacing Project (No Cost to the City)
OBJECTIVE: Maintain and enhance the community’s infrastructure by upgrading the riding surface on Kimball Street and on the Kimball Street Bridge.
RECOMMENDATION: Approve Local Agency Agreement to provide $500,000 federal participation on the City’s Kimball Street LAPP Resurfacing.
H. Consideration of Amendment No. 1 to Engineering Services Agreement with Engineering Enterprises, Inc. for the Kimball Street LAPP Resurfacing Project ($93,600)
OBJECTIVE: Improve, maintain and enhance the pavement infrastructure of Kimball Street between State Street and Dundee Avenue.
RECOMMENDATION: Approve Amendment No. 1 to the existing Engineering Services Agreement with Engineering Enterprises, Inc. to provide construction administration for a fee of $93,600.
I. Consideration of Amendment Agreement No. 1 with Hampton Lenzini and Renwick on the Center and Seneca Street Rehabilitation and Water Main Project ($245,965)
OBJECTIVE: Improve water main, sanitary, storm and pavement infrastructure on Center and Seneca Streets and on several adjacent side streets.
RECOMMENDATION: Amend the current professional services agreement with Hampton Lenzini and Renwick to add construction administration services for $245,965.
J. Consideration of Purchase of Service Agreement with Elgin Chamber of Commerce ($275,000)
OBJECTIVE: Contract with the Elgin Area Chamber of Commerce to provide economic development services including small businesses assistance, business retention outreach and foreign trade initiatives through “sister city” and other similar programs.
RECOMMENDATION: Approve the purchase of services of agreement for economic development services with the Elgin Area Chamber of Commerce.
