Council to consider nonprofit to aid Parks & Rec

Tighter budgets require innovative thinking, and the Elgin City Council, which already has considered new fees and taxes to plug a budget gap of as much as $13 million, will be asked to consider another: A nonprofit foundation to help fund parks and recreations programs.

BocaJump will live-blog coverage of the Elgin City Council meeting in the City Council Chambers in City Hall. The council meets as a committee of the whole at 6 p.m., followed by its regular meeting at 7.

The concept of a nonprofit foundation is not new — there is one that supports Gail Borden Public Library, and similar foundations support other area libraries, while Hoffman Estates, St. Charles, Schaumburg and South Elgin each has its own parks foundation.

“It’s a separate nonprofit,” City Management Analyst Aaron Cosentino said. One of the initial focuses of the proposal, he added, was to find monies for the Youth Scholarship Fund that pays program costs for needy children, but ultimately, the foundation’s board will set the direction in that regard, he said.

RECOMMENDATION: Approve an agreement with DLA Architects for design services for the East Side Recreation Center in association with the Parkland Acquisitions and Renovations for Communities grant in the amount of $183,300.

C. Consideration of grant agreement with the Illinois Department of Natural Resources for renovations to the Eastside Recreation Center ($1,841,100)

OBJECTIVE: To secure state funding to assist with needed improvements to the Eastside Recreation Center.

RECOMMENDATION: Approve the grant agreement with the Illinois Department of Natural Resources.

D. Consideration of contract with Market Place Media Group and PA Hutchinson for Design and Printing of the 2012 Parks and Recreation Brochure (RFP No. 11-059) ($26,578)

OBJECTIVE: Provide a comprehensive guide to what activities, programs and facilities the Parks and Recreation Department offers and maintains.

RECOMMENDATION: Award the contract for design of the 2012 Parks and Recreation Brochure to Market Place Media Group in the amount not to exceed $5,040 and award a contract to PA Hutchinson for printing the 2012 Parks and Recreation Brochure in the amount not to exceed $18,728.

E. Consideration of creation of the Elgin Parks Foundation (No Cost to the City)

OBJECTIVE: Acquire additional resources to assist with the provision and development of park and recreation programs and facilities.

RECOMMENDATION: Approve the creation of the Elgin Parks Foundation.

F. Consideration of the 2012 Motor Fuel Tax Resolution ($3,045,000)

OBJECTIVE: Perform effective infrastructure maintenance.

RECOMMENDATION: Approve the 2012 motor fuel tax resolution in the amount of $3,045,000.

G. Consideration of contract with BTE Video Inc. for TV Production Programming and Video Services ($37,125)

OBJECTIVE: Continue to provide informative television programming highlighting city services and events.

RECOMMENDATION: Approve the contract with BTE Video Inc. for 2012 Programming in the amount of $37,125.

H. Consideration of a contract with the Kane County Child Advocacy Center for services relating to the investigation of sensitive crimes involving children ($35,000)

OBJECTIVE: Provide investigative and victim services for cases involving children who have been victimized by sexual or serious physical abuse.

RECOMMENDATION: Approve the contract with the Kane County Child Advocacy Center for investigative and victim services related to serious crimes against children in the amount of $35,000.

I. Consideration of purchase from Environmental Safety Group of three Bullard T3 XT thermal-imaging cameras ($28,800)

OBJECTIVE: Increase visibility for firefighters engaged in a fire scene that involves limited to no visibility, as well as provide heat information during an incident.

RECOMMENDATION: Approve the purchase of three Bullard T3 XT thermal imaging cameras and their related accessories from the Environmental Safety Group in Illinois in the amount of $28,800.

J. Consideration of economic incentive agreement with Bystronic Inc. ($85,000)

OBJECTIVE: Enter into an economic incentive agreement with a several-billion-dollar corporation that will bring new, full-time jobs to the city.

RECOMMENDATION: Approve the economic incentive agreement with Bystronic, Inc. in an amount not to exceed amount of $85,000.

K. Consideration of economic incentive agreement with Pancor Construction & Development LLC (No Outflow of Funds)

OBJECTIVE: Enter into an economic incentive agreement to induce the spec development of a 167,000-square-foot commercial and industrial building with a 30-foot clear ceiling height.

RECOMMENDATION: Approve the economic incentive agreement with Pancor Construction & Development LLC.
