City facing $881,749 bill for liability coverage

When families go out to purchase liability insurance for their home or vehicles, they expected to spend perhaps several grand a year.
When a city does so, it’s much, much more.
The Elgin City Council on Wednesday will be asked to approve spending $881,749 for the various types of insurance the city needs to keep it safe from a variety of risks, from general liability to crime to cyberliability.

Assistant City Manager Rick Kozal said Monday that in spite of the cost, overall insurance costs will drop slightly under the change, saving the city about $3,000 a year.

OBJECTIVE: Protect the city’s financial condition through an effective risk management program and reduce the cost of the city’s insurance programs.
RECOMMENDATION: Approval of the insurance renewal quotations as follows:
1. To accept Travelers’ renewal proposal for liability and crime insurance for an annual premium of $458,345.
2. To accept Public Entity Property Insurance Program’s (PEPID) proposal for property, inland marine and cyber liability insurance for an annual premium of $188,233.
3. To accept Safety National’s renewal proposal for excess workers’ compensation insurance for an annual premium of $115,281.
4. To accept Indian Harbor’s renewal proposal for pollution liability insurance for an annual premium of $74,890.
5. To accept Claim Management’s renewal proposal for workers’ compensation claims administration for an estimated annual cost of $45,000.

B. Consideration of Policy on Fund Balance Classification and Disbursement in Accordance with Governmental Accounting Standards Board Statement No. 54 (No Cost to the City)
OBJECTIVE: Implement Governmental Accounting Standards Board Statement No. 54 by adopting a policy to define the components of fund balance, assign authority to classify each component of fund balance and establish the spending order of fund balance for governmental funds.
RECOMMENDATION: Adopt the proposed policy on fund balance classification and disbursement.
C. Consideration of Intergovernmental Agreement with the Regional Transportation Authority and Staff Recommendation for Land Vision, Inc. to Prepare the Chicago Street Station Area Plan ($20,000)
OBJECTIVE: To create a guide for the redevelopment of the area surrounding the Chicago Street Metra Commuter Rail Station.
RECOMMENDATION: Approve the Intergovernmental Agreement with the Regional Transportation Authority including the selection of Land Vision, Inc. as consultant to prepare the Chicago Street Station Area Plan in the amount of $20,000.
D. Consideration of Agreement with T-Mobile Central LLC Authorizing the Co-location of Additional Telecommunications Equipment on a Portion of the City Park Property at 750 Summit St. (Initial revenue to the city of $22,800 per year)
OBJECTIVE: Allow the co-location of additional telecommunications on an existing cellular communications tower on city property at 750 Summit St. resulting in additional lease revenues to the City.
RECOMMENDATION: Approve the Intergovernmental Agreement with the Regional Transportation Authority including the selection of Land Vision, Inc. as consultant to prepare the Chicago Street Station Area Plan in the amount of $20,000.
