The Elgin City Council on Wednesday will consider spending nearly $150,000 for upgrades to police department equipment, and will consider renewing the police liaison program the city has had with Elgin School District U-46.

The Elgin Police Department has received a $30,000 grant to build an interface between the Elgin Police Department's new records management system and the Illinois State Police database, allowing the two agencies to communicate more efficiently.
Also on the agenda is a $119,844 agreement with Motorola for maintenance of the department's Computer Aided Dispatch and Premier Mobile Data Computer Systems.
Finally, the council will be asked to approve an extension of the liaison program. U-46 will pay $439,851 to reimburse the city for the salary of the police officers on the days they work in the schools, plus additional overtime earnings relating to school functions, according to Elgin Chief Financial Officer Colleen Lavery.

RECOMMENDATION: Approve the agreement with Carlucci Hospitality for food and beverage service for Porter’s Pub in the amount of $420,000

OBJECTIVE: To support operational readiness of the Public Safety Computer Aided Dispatch systems and its related infrastructure to ensure effective delivery of emergency services to Elgin residents
RECOMMENDATION: Authorize the renewal of this sole source Maintenance Agreement with Motorola to maintain public safety legacy Computer Aided Dispatch and Premier Mobile Data Computer Systems, in the amount of $119.844
– D. Consideration of Renewal of Sole Source Agreement with Motorola for Infrastructure Maintenance ($301,377)
OBJECTIVE: To maintain the operational readiness of the Emergency Radio Communications system telephony infrastructure, as well as the command and control systems of Elgin’s weather warning siren network
RECOMMENDATION: Authorize the renewal of this sole source Infrastructure Maintenance Agreement with Motorola to maintain the Emergency Communications Infrastructure in the amount of $301,377
– E. Consideration of Amendment to the City of Elgin Retiree Health Insurance Trust Agreement (No Cost to the City)
OBJECTIVE: To update trustee titles and permit future amendments to be made by the trustees
RECOMMENDATION: Approve the amendment to the Retiree Health Insurance Trust Agreement
– F. Consideration of Ordinance to Approve the List of Selected Recipients to Participate in the 2011 75/25 Historic Architectural Rehabilitation Grant Program ($100,000)
OBJECTIVE: Award a grant to owners of historic landmark properties or those located within the city's historic districts for exterior rehabilitation and restoration work to their properties
RECOMMENDATION: Approve the participation of eight recipients in the 2011 75/25 Historic Architectural Rehabilitation Grant Program in the amount of $100,000
– G. Consideration of Acceptance of Public Improvements in the Edgewater Unit 2 Subdivision ($33,328 estimated five-year maintenance cost)
OBJECTIVE: Fulfill the city’s duties to maintain reliable infrastructure for business and recreation
RECOMMENDATION: Approve the acceptance of the public improvements for ownership and maintenance in the Edgewater Unit 2 Subdivision
– H. Consideration of Acceptance of Public Improvements within the Edgewater Unit 3 Subdivision ($29,654 estimated five-year maintenance cost)
OBJECTIVE: Fulfill the city’s duties to maintain reliable infrastructure for business and recreation

OBJECTIVE: To showcase Elgin’s sustainability efforts by hosting a regional Green Town Conference that will bring together the public and private sectors to engage in meaningful learning, dialogue, planning and actions to help create healthy, sustainable communities
RECOMMENDATION: Approve contract with Seven Generations Ahead and a5 to host a sustainability conference in the amount of $25,000
