The Elgin City Council tonight will consider sealing a deal with Friends of Lords Park Zoo, a group that has raised funds and will donate labor toward installing a new fence around the park’s bison pen.

Assistant City Manager Rick Kozal said Monday that the new fence represents a net cost to the city of just $35,048, although the City Council will be asked to award a $52,048 bid to Rock Valley Fence for the project. Kozal said the Friends of Lords Park Zoo have raised $17,000 for the project and have agreed to donate about $8,100 in labor toward the fence’s installation.

OBJECTIVE: Effectively manage maintenance programs.
RECOMMENDATION: Approve the agreement with Wills Burke Kelsey and Associates for Program Management Services in the amount of $344,650.
G. Consideration of Renewal of Sole Source Motorola Infrastructure Maintenance Agreement ($284,650)
OBJECTIVE: Maintain the operational readiness of the Emergency Radio Communications System telephony infrastructure, as well as the command and control systems of Elgin’s weather warning siren network.
RECOMMENDATION: Renewal of sole source Infrastructure Maintenance Agreement with Motorola to maintain the Emergency Communications Infrastructure in the amount of $284,650.
H. Consideration of Cultural Arts Commission 2012 Grant Award Recommendations ($35,320)
OBJECTIVE: Distribute grant funds to local arts organizations to support arts programming in the community.
RECOMMENDATION: Approve the funding of the grant awards in the total of $35,320 to:

OBJECTIVE: Develop a 311 call center to transform city services and engage the public.
RECOMMENDATION: Award a contract for 311 consulting services to Stern Consulting Inc. in the amount of $59,710.
K. Consideration of Amendment to Vehicle Seizure and Impoundment Ordinance (No Cost to the City)
OBJECTIVE: Amend the City’s Vehicle Seizure and Impoundment Ordinance to Conform with a New State Statute.
RECOMMENDATION: Adopt an Ordinance Amending the City’s Vehicle Seizure and Impoundment Ordinance.
L. Consideration of Proposed Changes to Policy and Programming of the 2012 Special Events Season (No Cost to the City)
OBJECTIVE: Enhance city sponsored and community based special event activities to enhance the quality of life for citizens.
RECOMMENDATION: Approve the 2012 Special Events schedule and policy and programming changes.
M. Consideration of Business Retention and Jobs Creation Agreement with A&R Logistics ($21,000)
OBJECTIVE: Enter into a business retention and job creation incentive agreement with a business planning to expand and create up to 29 jobs in the downtown.
RECOMMENDATION: Approve the business retention and job creation incentive agreement with A&R Global Logistics in a not to exceed amount of $21,000.
