The Elgin City Council on Wednesday will be asked to accept a sidewalk easement agreement with the Woodbridge North Homeowners’ Association that will enable the city to install a crosswalk at Randall Road and College Green Drive.
Elgin’s Community Engagement Committee recommended the crosswalk after an effort led by the Del Webb Edgewater community produced two petitions with more than 400 signatures in support of the project.
The Kane County Department of Transportation agreed to move forward with the project but requested the city pay for the improvements. The city estimates the crosswalk installation will cost $61,366.
The improvements consist of pedestrian signals, pushbuttons, crosswalk pavement marking, new sidewalks with handicapped ramps, depressed curbs and detectable warning pads on all four corners of the intersection.

Objective: Increase the walkability of an area currently dominated by automobile traffic.
RECOMMENDATION: To accept a sidewalk easement for the purposes of construction of a pedestrian crosswalk.
C. Consideration of Senior Citizen Property Tax Rebate Program ($825,000)
Objective: Provide Elgin seniors with tax relief through the Senior Citizen Property Tax Rebate Program.
RECOMMENDATION: Modify the 2011 Senior Citizen Property Tax Rebate Program to incorporate a two-phased payout schedule based on household income levels and annual Riverboat revenue targets.
D. Consideration of New Plan Document for Nationwide Retirement Systems (No Cost to the City)
Objective: Provide information regarding pro forma amendments to the Nationwide Retirement Systems 457 plan.
RECOMMENDATION: It is recommended that the City Council authorize the city manager to execute ministerial changes to the plan document for the Nationwide Retirement Systems 457 plan.
E. Consideration of Ordinance Merging the Centre Advisory Board into the Parks and Recreation Board (No Cost to the City)
Objective: Merge the Centre Advisory Board into the Parks and Recreation Board to provide for more efficient board operations with respect to the city’s parks and recreational facilities.
RECOMMENDATION: Approve the ordinance merging the Centre Advisory Board into the Parks and Recreation Board.
F. Consideration of Ordinance Merging the Hemmens Advisory Board into the Cultural Arts Commission (No Cost to the City)
Objective: Merge the Centre Advisory Board into the Parks and Recreation Board to provide for more efficient board operations with respect to the city’s parks and recreational facilities.
RECOMMENDATION: Approve the ordinance merging the Hemmens Advisory Board into the Cultural Arts Commission.
G. Consideration of purchase of Bison Pen Fencing ($51,370)
Objective: Replace the inadequate fencing for the bison pen consistent with the recommendations made by the Lord's Park Task Force.
RECOMMENDATION: To develop final specifications and proceed with a bid process for the replacement of the bison pen fencing in the amount of $51,370.
